Julie was born and raised in Las Vegas, Nevada. She graduated magna cum laude from the University of Nevada, Reno, with a degree in Criminal Justice and a minor in Addiction Treatment Services. After her undergraduate studies, she returned to Las Vegas and received her Juris Doctorate from the UNLV William S. Boyd School of Law. During law school, Julie taught free, weekly classes to the Las Vegas community on the process for criminal record sealing in Nevada, served as a staff member of the UNLV Gaming Law Journal for two years, interned at the Clark County Public Defender's Office, and worked as a law clerk for a local civil law firm.
Julie is admitted to practice in all Nevada courts, including the Federal District Court.
